Bellaire is an incorporated city entirely surrounded by Houston, and its irrigation problems come down to one structural fact: over the last twenty-five years a large share of its housing has been rebuilt. The 1940s and 1950s single-story houses that gave the city its character have been steadily replaced by much larger two-story homes on the same lots. The lot did not grow. The house did.
Three things, and all of them are geometry rather than equipment.
The turf area collapses and fragments. What was a continuous front and back lawn becomes a front strip, two narrow side yards and a small back area, often with a substantially larger driveway and patio. A zone laid out for a rectangle now serves several disconnected pieces, and heads that once threw across open grass now throw against a wall or across paving.
The side yards become the hard problem. A four- or five-foot side yard between a two-story wall and a fence is genuinely difficult to irrigate. Spray heads at that spacing overspray the fence and the wall on every cycle, which soaks siding and wastes most of the water. It is the strongest candidate for narrow-pattern nozzles or, better, for drip.
The backflow assembly ends up somewhere awkward. On a rebuild, the assembly frequently gets relocated to whatever space is left — a tight side yard, behind an air conditioning unit, against a fence. That matters for two reasons: it needs to be reachable for service and testing, and it needs to be reachable in November when somebody wants to wrap it before a freeze.
The rebuilt houses generally have systems installed with the build, so they are recent, well specified and often on a smart controller. The surviving original houses have systems that were retrofitted at some point into a mature landscape, and those are the ones with rigid risers, shallow pipe and a controller from another era. Both exist on the same street, and the fault list is completely different.
Bellaire runs its own municipal water system, so unlike most of this metro the answer to “who sets the rules” is the city itself rather than a utility district — which at least makes it a single answer for the whole city. Drought stages and any backflow testing requirement come from the city.
The other local factor is flooding. Bellaire took serious flooding in the 2015, 2016 and 2017 events, and there has been extensive drainage work and a great many lot regrades since. Regraded ground moves, and heads set to the old grade end up wrong — so on a property that has had drainage work, resetting heads to grade is frequently the whole repair rather than an afterthought.
Either strip-pattern nozzles that throw a narrow rectangle instead of an arc, or converting that run to drip if it is planted rather than turf. Both are short jobs. What does not work is turning the run time down, because the overspray happens in the first ten seconds regardless of how long the zone runs.
Frequently, and it is worth checking rather than assuming. A system laid out for the original footprint, with a much larger house dropped on top of it, will have heads under the new slab, zones cut in half, and coverage that no longer matches the turf. Sometimes the builder addressed it; often the system was simply capped where it conflicted and left otherwise as it was.
That is a fair question and the honest answer is that it depends on how fragmented the turf is. On a lot where what is left is three narrow strips, hand watering or a well-planned drip layout can genuinely beat a spray system on both cost and result. A four-zone system covering three disconnected pieces of grass is often carrying more complexity than the situation warrants.
