West University Place is about two square miles, almost entirely residential, and almost entirely rebuilt. That makes it one of the simpler places in the metro to get a definitive answer — one authority, one set of rules, no district boundary running through the middle of a subdivision.
Sometimes, honestly. Where the remaining planting is beds and a couple of narrow strips, a well-designed drip layout on a simple timer does the job with less to go wrong and less to repair. Where there is real turf worth keeping and a household that travels, a proper system earns its place. It is worth having someone say which situation a specific property is in rather than assuming.
